Municipal Response Plan to combat the spread of Corona Virus  (Covid-19) *V1

 

President Ramaphosa declared Coronavirus a national disaster during his speech on Sunday 15 March 2020. The World Health Organisation has declared the Coronavirus outbreak a global pandemic, and stated that given the scale and the speed at which the virus is spreading, no country is immune from the disease, and the impacts will be far reaching.  Although we have no cases in our Municipal Area, it is almost certain that cases will occur.

 

As a community we need to stand together to keep our people safe and do everything possible to avoid spreading the Coronavirus. Mitigating measures have been put in place by the President and there are also regulations promulgated in terms of the Disaster Management Act (Gazette 43107) on 18 March 2020.  

 

The following are of importance to note from the Regulations, which will be in place until repeal:

  • Gatherings - Gatherings are prohibited. A gathering is defined as any assembly, concourse or procession of more than 100 persons, wholly or partially in open air or in a building or premises, this also applies to funerals. In the case of a place where liquor is sold and consumed the assembly of more than 50 persons at the premises is prohibited.  The Municipality will not approve any gatherings or events until further notice.

 

  • Limitation on the sale, dispensing or transportation of liquor -
  1. All on-consumption premises selling liquor, including taverns, restaurants and clubs, must be closed with immediate effect, or must accommodate no more than 50 persons at any time: Provided that adequate space is available and that all directions in respect of hygienic conditions and limitation of exposure to persons with COVID-19, are adhered to.
  2. All premises selling liquor which provide accommodation must implement measures to stop the spread of COVID-19: Provided that adequate space is available and that all directions in respect of hygienic conditions and limitation of exposure to persons with COVID-19 are adhered to.
  3. No special or events liquor licenses may be considered for approval during the duration of the national state of disaster.
  4. All on-consumption premises selling liquor referred to in sub regulation (1) must be closed
    1. Between 18:00 and 09:00 the next morning on weekdays and Saturdays; and
    2. From 13:00 on Sundays and public holidays.
  5. All off-consumption premises selling liquor must be closed -
    1. between 18:00 and 09:00 the next morning on weekdays and Saturdays; and
    2. from 13:00 on Sundays and public holidays”

 

Please note that the emphasis is on the sale and dispensing of alcohol, and the interpretation we have is that facilities may remain open but may not sell or dispense alcohol outside of the prescribed times.

 

The Cape Agulhas Municipality has also put mitigating measures in place to limit the need for community interaction in line with these prescripts, to ensure the safety of its personnel and service delivery.

 

This entails the suspension of some non essential services as well as limitation of contact in relation to essential services until 30 April 2020. 

 

Your attention is drawn to the following:

  • Libraries - All libraries will be closed. Library material will automatically be renewed until 2 May 2020 and no fines will be issued. Personnel will be available to respond to telephone calls and e-mails.
  • Holiday resorts - All chalet bookings will be maintained, but if any member of the public wishes to cancel, the cancellation fee will be waived. No new bookings will be accepted for the chalets and caravan parks.
  • Community Halls - No bookings will be accepted for Community Halls. Existing bookings will be cancelled and all monies paid refunded.
  • Sport facilities - No bookings will be accepted for sport facilities. Existing bookings will be cancelled and all monies paid refunded.
  • Tourism and LED Office - The Tourism and LED Office will be closed. Personnel will be available to respond to telephone calls and e-mails.
  • Cashier services (Finance, Thusong and Traffic Department) - cashiers will accept payments as usual, but will exercise all necessary precautions which include, but are not limited to maintaining a safe distance, minimal handling of documents and cash.  Residents are encouraged to pay with cards (as these can in some instances be used exclusively by the customer) and pay by EFT.
  • Masakhane / EPWP / Housing - no person to person consultations, customers may collect / drop off documents at reception and liaise with officials telephonically and via e-mail.
  • Planning and building control - limited person to person consultations, customers may collect / drop off documents and plans at reception and are encouraged to submit plans electronically.  Clients are also requested to as far as possible liaise with the said departments telephonically and via e-mail.
  • Drivers and learners licences - Existing bookings will be honoured, but no new bookings will be accepted.  Should customers wish to cancel or defer appointments, this will be accommodated. Payments will be refunded in the event of cancellation.
  • Basic services - such as water, electricity, refuse removal will be rendered as usual. The latter may however be rendered a little slower than usual due to additional precautions that staff need to take.
  • IDP / Budget Imbizo’s - no public meetings will take place during this period, and the Municipality will make its draft budget and IDP available through other channels. This will be elaborated on in a separate communication.
  • Cemeteries - Cemeteries will remain open with the number of people limited to 100 people  at the grave site.

These are extraordinary circumstances and it is only by working together and adhering to the mitigation measures that we can contain this virus and ensure the safety of our communities.
